Because of this law, the Avengers divide into two opposing factions, and Iron Man stands with this Act, claiming that their actions must be supervised otherwise all mankind will be in danger because of their superpower while Captain America believes that saving the world is daring enough and that they cannot rely on the government to protect the world.
